Restriction for access to 'Celebrity' Deceased Records

Suggestion was made to implement a feature that would restrict viewing of deceased record, so that only superuser or administrator users are able to access it.

This is for rare instances where deceased patient is considered a high profile or celebrity or high interest; where there would be a risk of interest for their data from unauthorised parties.
The feature would offer a slider on the main deceased page that, if selected, would prevent standard users from opening the record in the first place (meaning that all activity on the record would only be accessible to super user or administrator).
